Let us place the computer in a clean boot state and check. Clean Boot state helps in identifying if any third party applications or startup items are causing the issue.

Someone told me I should try to start up in a Windows 7 compatibility mode, but when I right-click on the executable file I don't see a "compatibility" tab at all I suggest you to disable any antivirus program on the system.
